Abstract

Maritime security is a multi-aspect and multi-dimensional keyword, so it is necessary to handle it in a multi-aspect and multi-dimensional manner. Currently, the law enforcement mechanism in the maritime sector in Indonesia's maritime territory is still multi-agency and single-task, causing overlapping, which makes the law enforcement mechanism ineffective and inefficient. This research is policy research that uses qualitative methods to identify policy alternatives. Based on this, the results show that two types of maritime security agency models can be implemented in Indonesia: the single-agency multi-task model and the multi-agency multi-task model. The first model is implemented by changing the basic legal substance, either by removing/canceling all the laws that are the legal basis for each agency while replacing them with one law that supports the model or by using the Omnibus Method, namely collecting all these laws into one Omnibus Law on Maritime Security. Meanwhile, the second model is implemented without the need to change the basic legal substance but by applying specific regional concepts and taking advantage of technological developments by providing applications that enable each agency to share and exchange data (data sharing).
