Abstract

Previously, the Seaman Book Service at the Special Port Autority of Batam (KSOP) was still manual. Along with the development of information technology, the Seaman Book service is now online. However, online services still need to be optimized because of obstacles. The research method uses a descriptive qualitative approach. The research location was at the Harbormaster's Office and the Special Port Authority of Batam in the Ship's Seaworthiness Sector, Ship's Legal Status Section. Sampling was conducted on seaman books that applied for extensions from 240 applications; 24 samples were taken. Data collection techniques were by observation, interviews, and documentation. The research period was from February to August 2023. The study results showed that the online seaman book extension service at the Special KSOP Batam averaged 210 - 246 seaman books. In optimizing the seafarer’s book extension service, both from system disruptions and lack of understanding from seafarers, efforts can be made by manually making the seaman book online again, and for those who do not understand the information, directions, and socialization can be given regarding the online seaman book extension, work time discipline, and adding people to the service section. The provision of adequate facilities for seaman book services, service provision, and adequate service facilities and infrastructure standards must also be set by public service providers.
