The purpose of this study was to determine the process of Ship to Ship activities in the Nipah Transit Anchorage Area, which was agented by PT Adhigana Pratama Mulya, to determine the agent's responsibilities in ensuring smooth activities and to determine the obstacles in the process of Ship to Ship activities in the Nipah Transit Anchorage Area. This study uses a qualitative approach to understand and describe in depth the process of Ship to Ship activities. The qualitative approach was chosen because this study collects narrative and descriptive data. The Ship process begins with the appointment of an agent by the ship owner, followed by the preparation of documents and processing of permits from related agencies. This activity usually lasts around 30 hours or more, depending on the amount of cargo. Once completed, the agent takes care of the departure documents to ensure the ship can leave the area. The agency is responsible for ensuring the smooth running of Ship activities in the Nipah Transit Anchorage Area by coordinating with related parties, ensuring compliance with security procedures, and managing all important documentation even though the completeness of the documents constrains it. Efforts to Overcome These Constraints: Agents must coordinate with the captain regarding incomplete documents through the General Agent and ensure routine equipment maintenance on ships that will carry out Ship-to-ship operations. In addition, agents must be more active in monitoring and verifying data.
